HIV Carrier 'Infected Two Women'

A man took a "reckless gamble" with the lives of two of his lovers by knowingly infecting them with HIV, a court heard today.

Mohammed Dica, 37, preyed on two "vulnerable" women and insisted on having unprotected sex with them after he had been diagnosed with the virus.

Dica, who denies two counts of inflicting grievous bodily harm by passing on the virus, even falsely claimed he had had a vasectomy and therefore did not need to use a condom, Inner London Crown Court was told.

Mark Gadsden, prosecuting, told the jury: "This defendant picked upon these vulnerable women, wooed them and then proceeded to have sex with them, knowing all along that he was HIV positive. He had taken this reckless gamble with these complainants' health, and their lives." The court was told that Dica, of Mitcham, Surrey, was diagnosed with HIV (Human Immunodeficiency Virus) in 1996.

A year later he met his first victim and began a sexual relationship with her by the end of 1997.

The 36-year-old woman, who cannot be named for legal reasons, said her marriage had come to an end when she was first introduced to Dica by her cousin.

The woman came to Britain from Mogadishu in 1994 on a Swedish passport.

Describing her first impression of Dica, who she met in Hounslow, she said: 'He was a very nice chap at the time. 'He was kind, caring. He was very friendly and social.'

She added: "He was there to support me and we became very close.

"He was saying all the right words at the right time. He was there for me every minute, a shoulder to cry on."

When the couple first had sex, the woman asked Dica to use a condom because she was afraid of becoming pregnant, but he refused, claiming he had had a vasectomy.

She added: "He said he was sure I would not get pregnant.

"After we finished, he said: 'I'm so sorry, please forgive me, God forgive me.'"

She said Dica would repeat these words every time after they made love throughout their relationship.

"I think he knew what he was doing. He was deliberately infecting me with the disease that he was carrying," she added.

Six months after the couple first had sex, the woman consulted her GP after developing thrush and severely swollen glands in her neck.

Her GP suspected she had flu. But after she had blood tests, she was "really shocked" to learn she had the Aids virus. After a number of tests, she was eventually diagnosed HIV positive in October 1998.

When she confronted Dica, he said: "I don't have it, I don't have it. I'm not HIV positive. This is a homosexual disease.

"It is a disease of cursed people, people who have been cursed by God."

Dica claimed he had been tested negative at West Middlesex Hospital in west London.

Their relationship came to a bitter end at the beginning of 1999, she said. The woman sobbed: "I'm on medication, and I will be for the rest of my life." The case continues.

Decade after US Debacle, Mogadishu Warlords Falter

MOGADISHU, Sept 30 (Reuters) - Clad in wraparound skirts and flip-flops, 10 Somali gunmen cradling assault rifles parade for inspection before their evening patrol of a Mogadishu district.

"The criminals are stealing from us and raping our girls!" barks former army captain Mohamud Afrah Weheliye, inspecting the men in the front yard of his home.

"If you see any thief, fire a warning bullet. If he tries to kill you, kill him! But the best result is: Capture him alive."

Weheliye's men are part of a trend towards self-help policing in Mogadishu, the city that buried America's post-Cold War enthusiasm for international peace operations a decade ago.

Neighbourhood patrols by gunmen answerable to local elders and Islamic courts rather than militia bosses have sprung up in the past year in the lawless capital of one million people.

The growth of Do-It-Yourself security puts in question the clout of warlords whose lust for power over the city triumphed 10 years ago on Friday, when the U.S. military was humiliated in a battle recalled in the Hollywood film "Black Hawk Down".

The fire fight on October 3, 1993 destroyed any U.S. appetite for further military involvement in Somalia with the deaths of 18 U.S. special forces supporting a U.N. force called UNOSOM II.

More than 1,000 Somalis and two U.N. soldiers, a Malaysian and Moroccan, also died in the failed U.S. bid to seize warlord Mohammed Farah Aideed. U.S. forces were gone within a year.

Today support for the warlords is weaker. Their predatory behaviour and thinning wallets have earned the disdain of many in Mogadishu, although their military clout is still feared.

But crime is rampant due to the presence of tens of thousands of displaced, hungry youths who see the gun as the only passport to employment. So three years ago Weheliye and other elders decided to create a police force to enable their Hamar Jediid area of south Mogadishu to live in peace.

The force is part of a new self-help trend seen in many walks of life in Mogadishu. The movement is driven by a belief that substantial Western aid will not return anytime soon and Somalis had better roll up their sleeves and help themselves.

U.N. development work in Mogadishu began winding down after the 1993 U.S. debacle and has been meagre for years. Washington now sees Somalia primarily as an ideal location for "terrorists" wishing to operate beyond the gaze of global law enforcement.

Weheliye says warlords tried to disrupt his police during their first two years of operation but gave up because the force was so popular with the area's multi-clan population.

Today, common thieves are put on display in a big metal cage that stands outside Weheliye's house alongside his cattle-pen.

"The political factions cannot affect us because we have enough force to defend ourselves," he said. "We do not respect them. We do not obey them. We do not support them."

Most households pay 1,000 shillings or five U.S. cents a day as a contribution to the 150 gunmen who patrol the neighbourhood of 6,000 homes. Not all homes can afford to pay but when they eventually can, Weheliye said, the force will be expanded.

"Many times the warlords tried to make us collect tax. But the community met and decided not to allow them inside the area," he said. "We have a right to defend our children and women. We will never obey and support any political faction."

The experiment among Hamar Jediid's sand-blown alleyways, corner shops and bungalow homes has been copied in several Mogadishu districts, prompting observers to wonder whether this is the birth of a new sort of local administration in a city devastated by conflict for more than 12 years.

"It is a serious trend, because it has genuine support. But at the same time a return to full-scale factional fighting would do it real damage," said peace activist Abdullahi Shirwa.

Elsewhere in south-central Somalia, communities in the mostly rural areas have an easier job maintaining order because makeshift local administrations tend to be organised on clan lines and clan tradition ensures some respect for authority.

The job is more difficult in Mogadishu's cosmopolitan society where clans are mixed and social tensions, aggravated by the daily influx of internally displaced people, are acute.

Hamar Jediid's force has built a network of popular support.

Khalif Ahmad Diini, who runs the "Little Aden" corner shop in Hamar Jediid, is content to pay $3 a month towards the force.

"Before my suppliers were afraid to deliver -- their vehicles would be robbed before they even got close!" he said, his elbows leaning on a display of soap detergents and Kenyan cigarettes.

"That doesn't happen now. I respect the police force as a civic action, and I will continue to do so until we have a national government again."

"Policeman" Abdi Ali Mohamud, a former driver, says he enjoys the prestige his new job gives him. "My wide and kids respect me for this. It's dangerous work, but there are always three or four of us. And it is compulsory, because we have to protect our people."

Diplomat Tells Igad to Review Document

A former UN diplomat for Somalia has appealed to the Igad technical committee mediating Somalia's reconciliation, to re-examine the disputed draft federal charter that has divided the main actors in the forum.

The diplomat also wants Igad to address Djibouti's weekend withdrawal from the talks.

Mr Abdullahi Ahmed Adou, who was once Somali ambassador to the UN, yesterday asked the technical committee to address the two issues as a matter of priority.

Djibouti walked out of the 11-month-old talks, citing lack of neutrality on the part of the technical committee.

Its envoy for Somalia, Mr Ismail Goulal, said Igad had failed to act impartially and make the talks all inclusive.

He, however, said Djibouti was ready to return if the anomalies were addressed.

Djibouti is a member of the Frontline States which, alongside Kenya and Ethiopia, comprise the core group involved in the Nairobi mediation.

Its withdrawal dealt another major blow to the forum already assaulted by last month's departure of Dr Abdiqassim Salat Hassan, the president of the Somali transitional national government and his allies.

Dr Hassan and his allies claimed the federalist charter was incurably flawed for depreciating the place of Arabic and Islam in Somali society. They also accused Igad of succumbing to an Ethiopia-inspired scheme to dismember Somalia.

Djibouti has pulled out of the Somali peace talks saying the technical committee, which is meant to steer the conference, is no longer neutral.

The technical committee of the regional Inter-Governmental Authority on Development (IGAD) grouping - which is mediating the talks - is made up of Somalia's neighbours: Djibouti, Ethiopia and Kenya.

Ismail Goulal Boudine, Djibouti's ambassador to the Somali peace talks which have been underway in Kenya since October 2002, told IRIN on Monday it was "very clear" that the peace process had "deviated from its original objectives".

The technical committee was biased, he said, accusing the committee itself of "derailing" the peace process.

And the conference itself was no longer an all-inclusive forum and could therefore not decide on crucial issues such as power-sharing and the creation of a broad-based government for the war-ravaged country.

"The process as it is will not yield positive results for Somalis," he told IRIN. "We will not be party to further fighting and bloodshed in Somalia."

"If the situation changes we can come back. At the moment we are awaiting a response from the Kenyan authorities or the international community," he added.

But his Ethiopian counterpart, Ambassador Abdulaziz Ahmed told IRIN he did not understand why Djibouti had withdrawn from the process.

He noted that Djibouti had pulled out on previous occasions and had then returned to the talks.

"We are supposed to work together," he stated. "But it really doesn't matter who pulls out of the technical committee at this stage. We have entered the phase of power-sharing, and the process is in the hands of the Somalis themselves. The technical committee is not so much involved any more and their [Djibouti] withdrawal will not have an impact."

He said accusations of bias should have been addressed by the Somalis themselves. The majority of delegates, he added, had not made any comment.

His comments were echoed by Kenyan officials who stressed that the technical committee was "just a facilitator". All efforts were being deployed, one observer added, to urge Djibouti not to leave and to bring back the Transitional National Government (TNG) president Abdiqassim Salad Hassan and some prominent faction leaders.

They left the talks earlier this month, saying a transitional federal charter - supposed to be the blueprint for the future of Somalia - had been foisted upon them with no prior discussion

Djibouti Pulls Out of Somalia Talks

NAIROBI, Kenya (Reuters) Djibouti has withdrawn as one of the mediators in efforts to bring peace in Somalia to protest against what officials said on Sunday was a lack of "all-inclusive" negotiations in the peace talks.

Djibouti, Ethiopia and Kenya are members of the technical committee of three countries spearheading Somalia's 14th peace conference being held in Nairobi.

But the tiny Red Sea State of Djibouti said in a statement that it was pulling out of the role because the way the talks are proceeding locks out key players and promotes divisions in Somalia.

"It is a sad thing that the technical committee has signally failed to achieve genuine reconciliation between the Somalis," Ismail Goulal, Djibouti's special envoy to the Somalia peace talks said in a statement.

"Djibouti can no longer be part of a process that is aimed at creating the exact opposite of what it was originally meant to achieve," he added.

Somalia disintegrated into anarchy after former dictator Mohammed Siad Barre was toppled in 1991 as clans pressured by famine and political turmoil launched battles for territory.

The warring parties agreed a transitional constitution on September 15 intended to steer the ruined Horn of Africa country to stability.

But the leader of the defunct Somalia transitional government Abdiqassim Salad Hassan stormed out of the talks angered by the decision by delegates and mediators to pass the constitution without involving him and other factional leaders.

Hassan's Arab-backed Transitional National Government (TNG) was set up in 2000 in Djibouti but it controlled only parts of the capital and tiny pockets elsewhere.

Its mandate expired last month and factions at peace talks held in Kenya have yet to agree a successor administration.

The African Union's special envoy to the Somalia talks Mohammed Ali Faum urged the mediators to aim for a wider participation of all parties in Somalia.

"Things could be better handled. We need to sit back and reflect on inclusivity," he told Reuters.

Kenyan mediators said they had not received any official communication from Djibouti on its withdrawal but added that they are trying to convince Hassan to return to the Nairobi talks.

Washington Urges Somalis to Advance Peace Process

The United States has urged all Somalia’s clan-based political factions to advance the peace process in a meaningful way, media reports said on Wednesday. Deputy US State Department spokesman Adam Ereli has called in a statement for Somali parties to find a middle course in the peace process. He was apparently referring to the present Somali peace talks in Kenya, but did not mention them.

“The US urges all parties to continue advancing the reconciliation process in a real and meaningful way. US further urges all participants to ensure those critical activities in the process, especially the selection of members of Parliament, be carried out in a transparent manner,” said Ereli, adding that Washington was encouraged that at least some agreement had been reached, noting that they had demonstrated an ability to work through their differences and achieve workable compromises.

Somaliland Adopts Universal Address System

TORONTO, Sept. 26 — NAC Geographic Products Inc. has announced that Cadastral Surveys of Somaliland has adopted and implementing the Universal Address System in Somaliland.

The Universal Address System and the Natural Area Coding System have been developed by NAC Geographic Products Inc. to unify addresses, postal codes, area codes, geographic co-ordinates and map grids in the world. The Natural Area Coding System generates standardized and highly efficient codes called Natural Area Codes for all locations and areas in the world that can be used as geographic coordinates, Universal Addresses, Global Postal Codes, Universal Area Codes and Universal Map Grids.

The United Nations Development Program is supporting a land survey (cadastral) that seeks to meet the need for land and collateral, and employs conflict resolution. Cadastral Surveys, an officially registered non-government organization in Somaliland and Britain, is establishing farm boundaries. Universal Addresses at each of the farms' polygon turning points and polygon centre in the District of Gabiley are included on Farmers' ID cards as short strings of Universal Addresses. The Universal Addresses are also marked on the ground by embedded concrete blocks, and repeated in databases.

Farmers now have legal title deeds from Somaliland's Ministry of Agriculture.

Hargeisa Airport Averts Closure

NAIROBI, 26 Sep 2003 (IRIN) - The imminent threat of closure to Hargeisa airport in the self-declared republic of Somaliland has been averted for now after urgently-needed funds were found for vital rehabilitation work, the UN said on Friday.

According to a statement by the UN Development Programme (UNDP), the airport will remain operational for another six months, after UNDP and the International Civil Aviation Organisation (ICAO) provided US $150,000 to proceed with emergency patchwork.

“This is not a long term solution,” ICAO Chief Technical Adviser Joe Brunswig said. “The emergency patchwork will deal with the immediate safety concerns and avert the closure of the airport for now, but the fact of the matter is that the landing strip needs to be completely re-carpeted.”

Hargeisa airport is crucial to the humanitarian, developmental and commercial work that goes on in the region serving approximately 4,000 passengers per month from Ethiopia, Djibouti, Kenya and the Middle East.

The airport was built in 1973 to cater for the much smaller sized aircraft of the time. It was closed during the civil war in the early '90s and reopened in 1997.

"Over time, erosion and heavier aircraft than it was built for have broken up the surface of the landing strip," the UNDP statement said.

“UNDP is particularly concerned about the Hargeisa airport,” Country Director El-Balla Hagona added. “This is not just about humanitarian flights, the airport is also a business stimulant. The more facilities that Somalis themselves have, the higher the chances of their own developmental initiatives bearing fruit.”

Bomb Kills Somali Man at Baghdad Hotel

BAGHDAD, Iraq (September 24, 9:49 p.m. ADT) - A bomb placed near the outside wall of the hotel in Baghdad where the NBC television network has offices killed a guard and slightly injured a network soundman on Thursday, Iraqi police said.
Iraqi police said the bomb was placed about one yard from the wall of the al-Aike Hotel in a hut that housed a generator.

Lt. Col. Salman Kareem said the bomb killed a Somali guard in his sleep. He said damage to the hotel in south-central Baghdad was minimal, mainly broken glass.

NBC correspondent Jim Avila said there were no signs on the building indicating NBC had quarters there.

A dozen NBC staffers were inside the building when the explosion occurred, and a Canadian soundman, David Moodie, was slightly injured by flying glass.

"I was awake," Moodie said. "A chest of drawers in the room fell on me. I sleep in the room immediately above the generator, so I guess I was lucky."

Moodie said he suffered one deep cut from flying glass and would require stitches. He said no other NBC employees were hurt.

The television network has four security guards, two from a British firm and two Iraqis hired for night duty.

Somaliland to Get a GSM Network

Tecore Wireless Systems says that it received an order from Telsom Mobile for a GSM network deployment in Somaliland. This network, operating as Telsom Somaliland and serving the capital Hargeysa and surrounding cities, is the first wireless network connecting Somalia and Somaliland under one network operator, facilitating cross-border commerce as well as regional and international roaming. Tecore, in partnership with AirNet Communications Corporation, previously installed its AirCore Mobile Switching Center (MSC) at Telsom Mobile now providing the wireless service to subscribers in Mogadishu, Somalia. The new turn-key network deployment includes the AirCore MSC with integrated revenue-generating features, such as Roaming, Prepaid, Short Message Service Center (SMSC) and voicemail, as well as AirNet AdaptaCell Broadband Software-Defined Base Stations.

"By meeting the specific cost, coverage and capacity needs in the first phase of Telsom Mobile's deployment, Tecore was able to rapidly deliver a high-capacity MSC to serve more subscribers than any other operator in Mogadishu," said Jay Salkini, Tecore's chairman and CEO. Somalia Has Unique Chance to Halt AIDS

NAIROBI (Reuters) - War-torn Somalia has one of the lowest AIDS infection rates in sub-Saharan Africa and has a unique chance to prevent the disease from spreading, unlike its hard-hit neighbors, a UNICEF official said on Wednesday.

Jesper Morc, who represents the U.N. children's agency in Somalia, said Senegal, which has a prevalence rate of less than 2 percent, and Somalia are the only sub-Saharan countries with a low AIDS rate. Somalia's rate is estimated at 0.9-2.0 percent.

"It would be criminal to let this opportunity pass by," he told Reuters, adding that UNICEF hoped to carry out a prevalence study in the Horn of Africa country within four months and would like to see an AIDS prevention program launched there.

"It is...crucial and urgent to put in place a coordinated and strategic early-response program to stop the epidemic from spreading," he said.

The United Nations AIDS agency says 29.4 million of the 42 million people infected with HIV worldwide are in Africa.

Morc said an AIDS infection rate below three percent was considered manageable, 3-5 percent was serious and above five percent was deemed rampant. He said most African countries had AIDS prevalence rates of above five percent.

He said a full-blown AIDS epidemic would be catastrophic to Somalia and seriously hamper any efforts toward nation-building and a return of peace. Somalia's several warring factions are holding shaky peace talks in Nairobi.

Somalia disintegrated into anarchy after former dictator Mohammed Siad Barre was toppled in 1991, as clans launched battles for territory amid famine and political turmoil.

In a paper he presented at the 13th International Conference on AIDS and Sexually Transmitted Infections in Africa (ICASA), Morc said Senegal -- predominantly Muslim like Somalia -- offered a good example of how religious leaders helped spread awareness of how to curb the disease.

"There is no question the religious leaders had a role in helping to keep AIDS at bay," he said.

He said a crucial factor in the success of an anti-AIDS program in Somalia was preventing its spread among young people, voluntary testing and counseling and provision of cheap antiretroviral (ARV) drugs for AIDS victims.

"We could lobby for free ARVs because Somalia is one of the poorest countries in the world, and also because the numbers of those infected are still very low," Morc said, adding sustained funding by donors would be crucial to the effort.

But Morc said the ongoing conflict there and high cross border and internal population movements would pose challenges to efforts to prevent the spread of AIDS.

Edna’s Foreign Ministry: Any Changes or Business as Usual?

On the morning of august 15th, the premise of the ministry of foreign affairs of Somaliland was a busy place indeed. A dozen or so ‘senior diplomats, ministers and parliamentarians’ met in the Ministry, to ostensibly analyze the ‘foreign policy’ of the republic.
Analyzing the foreign policy of a country assumes, however, the existence of such a policy in the first place, which, in turn, begs the question what is the ‘foreign policy’ of Somaliland at its present condition of non-recognition from the international community?

It is obvious that Somaliland’s’ foreign policy currently focuses on securing international recognition. It is equally obvious that this does not require the bringing together of a dozen or so ex-diplomats of the defunct regime of Siad Barre, to point the way ahead.

The confusion following the exercise was epitomized by Edna’s angry rebuke of one of the reporters of Jamhuuriya newspaper, when the reporter asked Edna how her ministry could reconcile the foreign policies of the Somali state, which the diplomats who met in the ministry long espoused, and the current ‘foreign policy’ of Somaliland. Edna retorted to the reporter ‘do not ask me that. If you [the reporter] are looking for an information, I gave you all that I had, otherwise go and write whatever you want to write in your paper’.

This latest exploit by Miss Edna is anything but another of Edna’s emotional travails, which characterized her style of politics, since her nomination for the key post of the foreign ministry.

After her nomination for the foreign portfolio, many people argued, including me, that Edna was misplaced and that, as a British trained nurse, Edna could have done as well with the ministry of health and labour. However, this was not to question Edna’s talents, her strict work ethic, her mastery of several foreign languages and her humanitarian activities.

Since her appointment, Edna rehabilitated and painted the former NSS building of the ministry (She painted it with a white a colour; a colour Edna has it painted also on her private Maternity Hospital in Hargiesa). The ministry also received some personal computers form donors. However, no attempt was made to evaluate the 36 or so employees, including those in the liaison offices abroad. And as there is no much to do in the offices, many of the employees in the ministry come to office only at the end of the month, to collect the meagre salary.

Nor are the employees in the liaison offices abroad appointed in any way on the basis of merit, experience or education. Rather they are appointed on the basis of their tribal affiliations to the president or to the ministries. Recently, for instance, Dahir Riyale appointed, to the amusement of many, a Gadabursi relative as an agricultural attaché to the Somaliland Liaison office in Ethiopia!!

As foreign minister, Edna clearly lacks even a rudimentary understanding of international politics and diplomacy in this twenty first century. In an IRIN interview on July this year, Edna undiplomatically declared that Somaliland is going to be recognized before the year is out. By speaking in this bold manner, Edna unforgivably put her credit on the line.

The high level delegation to Ethiopia led by Riyale in August, which also included Edna, was a diplomatic disaster in terms. While the delegation was still in the Ethiopian capital, the Ethiopian minister of information, in an interview with IRIN, said that ‘Ethiopia’s interests lie in unifying the war ravaged state’. In diplomatic terms, this was a clear humiliation for the delegation and a complete U-turn of Ethiopian foreign policy towards Somaliland, that is, if there was such a separate policy in the first place.

Recently, there were speculations to the effect that South Africa is going to recognize Somaliland. As a student of international relations, I highly doubt that South Africa can even afford to contemplate such a controversial step in African diplomacy. If anything, there is the female sympathy that the South African Foreign Minister (or is it the vice- minister?) has for her female counterpart in Somaliland, and no more. Needless to say female sympathies never led to recognition of states in history.

Any changes? Not much to speak of, I am afraid. It is almost business as usual in the ministry.

In Ruined Mogadishu, Somalis Rally for Peace

MOGADISHU (Reuters) - More than 3,000 Somalis staged a rare anti-war demonstration on Sunday in Mogadishu, the city that helped bury Washington's post-Cold War enthusiasm for international peace operations a decade ago.

After the deaths of hundreds of thousands of people in famine and war and the failure of a string of peace conferences, Somalia is now cited by U.S. officials as an ideal location for "terrorists" wishing to operate outside world scrutiny.

The Mogadishu protest took the form of separate rallies by students and women's groups in the safety of a handful of schoolyards to minimise security risks in a city infested by an estimated 60,000 militiamen.

At one point, several hundred students ventured into shellpocked streets and walked to a central junction in protest at 12 years of militia anarchy in the Horn of Africa state.

It was the largest in a handful of recent anti-war protests in the city that have marked a new activism by civic-minded teachers and doctors appalled by deepening poverty and crime.

"Only someone who doesn't have peace knows its true value," said vegetable vendor Yusuf Ali.

WAITING FOR FOREIGN AID

The country disintegrated into anarchy after former dictator Mohammed Siad Barre was toppled in 1991 as clans pressured by famine and political turmoil launched battles for territory.

U.S. military involvement in Somalia ended in humiliation on October 3, 1993 when 18 U.S. personnel in a U.N. peace force called UNOSOM were killed in a battle in Mogadishu recalled in a recent Hollywood film called "Black Hawk Down".

Clans and their many rifles, truck-mounted machineguns and rocket launchers still rule the rubble-strewn streets of the capital of an estimatedd one million people.

An Arab-backed transitional government was set up in 2000 to try to restore some stability to Somalia, but it controlled only parts of the capital and tiny pockets elsewhere.

Its mandate expired last month and factions at peace talks held in Kenya have yet to agree a successor administration.

Washington's interest in Somalia appears limited to countering terrorism and diplomats see no sustained effort by any major power at promoting development.

On Sunday students and women, some wearing peace T-shirts donated by Barcelona football club, gathered at several schools around the city and then converged on the central K4 junction. Musicians were due later to stage a peace concert at a stadium.

"We are going to rebuild Somalia with or without the Americans," said Abdulkadir Yahya, co-director of the Center for Research and Dialogue, a think-tank.

Somaliland Ministers Hold Discussions with Donors

ADDIS ABABA, 19 Sep 2003 (IRIN) - Ministers from Somaliland have held unprecedented talks with international donors and the United Nations. Foreign Minister Edna Adan Ismail described the meeting, held on Wednesday, as a breakthrough for the self-declared republic, which is seeking international recognition. “It gives us status and it gives us political importance that we have never been accorded before,” she told IRIN at the end of the talks.

Officials from Ethiopia and Djibouti also attended the day-long talks, which focused primarily on the 600,000 displaced people in Somaliland. Other participants included the UN refugee agency (UNHCR), the World Food Programme (WFP) and UNICEF, the World Bank and embassy officials from the US, Britain, Canada, the Netherlands, Saudi Arabia, Japan and Finland.

The talks, held in Addis Ababa, form part of preparations for a consolidated appeal by the United Nations and NGOs for humanitarian assistance for Somalia.

Somaliland unilaterally declared independence from the rest of Somalia in 1991 after the fall of former leader Muhammad Siyad Barre. It has remained relatively free from the chaos and war that have ravaged other parts of Somalia, but has failed to gain recognition as an independent country.

One diplomat at the talks - which have been a year in the making - told IRIN: “If state recognition is an incremental process then this is one step in that process.”

Maxwell Gaylard, head of the UN Development Programme (UNDP) Resident Representative for Somalia, who initiated the discussions, said the trend for donor support was slowly increasing. “It is the first time that we have brought together, or been able to bring together, the authorities of Somaliland directly with the international donor community,” he said.

But he played down claims by the 12-strong Somaliland delegation, which included four ministers, that the talks were a step towards recognition of the self-declared republic. “We are trying to build peace and Somaliland is an oasis of peace and stability, certainly much more than southern Somalia and I think we are coming at it from that angle,” he said.

Moi Blames Somali Conflict on Neighbours

Regional suspicion of Somalia's expansionist dreams has been cited as a drawback in that country's peace efforts.

Retired President Daniel Moi said that at independence, Somalia was claiming parts of Djibouti, Kenya and Ethiopia and initiating armed conflicts to try and realise this dream.

Its neighbours feared that a reunited and prosperous nation might resurrect Somalia's territorial claims.

Mr Moi, who was speaking at the American Defence University in Washington, said the bitter disagreements and conflicts in Sudan began soon after independence in 1956.

He warned that unstable countries without organised and functional systems might be fertile grounds for terrorism.

On the East African Community, Mr Moi told his hosts that by November this year, the three member states hoped to sign a customs union to integrate their economies.

"It is the dream of East Africans that after integrating their economies, negotiations will begin for an East African Federation, which will ultimately take in Rwanda and Burundi," he said.

Mr Moi thanked the assistant secretary of state for African Affairs, Mr. Walter Kansteiner and a former US Ambassador to Kenya, Mr. Johnnie Carson for the facilitation of his current visit to the U.S.

The former head of state had earlier held lengthy discussions with Mr. Kansteiner at the state department headquarters.

Appeals Court: Man Cannot Be Deported To Somalia

SAN FRANCISCO - Four men fearful of being deported to their homeland of Somalia can remain in the United States because their country has no functioning government to accept them, a federal appeals court ruled.

Yusuf Ali Ali, Mohamed Aweys, Mohamed Hussein Hundiye, and Gama Kalif Mohamud all were ordered by the Immigration and Naturalization Service to be removed from the United States, despite claims by the men that upon return, they would be at "great risk of robbery, enslavement, injury or death."

A three-judge panel of the 9th U.S. Circuit Court of Appeals on Wednesday affirmed a lower court's decision.

"The U.S. certainly wouldn't approve of some other country flying individuals into our country without us accepting them," said Nicholas Gellert, a Seattle-based lawyer representing the four men.

Somalia has not had an effective central government since the 1991 ouster of dictator Mohamed Siad Barre. Talks among delegates hoping to adopt a transitional charter for the troubled African nation have stalled in recent weeks.

The four men originally were detained at various times in 2000 and 2001, but were released earlier this year under orders that their movements be supervised. They each were being deported for several reasons, including one man who allegedly lied on a visa application. Two men were convicted of petty crimes after they arrived in the country, Gellert said.

The government did not dispute the assertion that the men would face human rights abuses if they were returned to Somalia. Rather, the government argued that the district court erred in using international law to override the congressional intent of the statute governing deportation.

In his dissent, Judge Thomas M. Reavley said he understood the federal law to broadly authorize such removals to foreign countries "without the limitation of acceptance of the alien by the removal country."

The case is Ali v. Ashcroft, 022304.

Support Peace Pact , Committee Urges Somalis

NAIROBI, 18 Sep 2003 (IRIN) - The Somali leaders Committee at peace talks currently underway in Kenya have dismissed a recent statement by the president of the Transitional National Government, (TNG) Abdiqassim Salad Hassan, rejecting the adoption of the interim constitution.

In press statement issued on 18 September, the leaders said that Abdiqassim made the statement "in his personal capacity and do not necessarily represent that of the Somali people since his term of office has officially ended on 12 August, 2003".

Abdiqassim, along with a number of faction leaders, issued a statement on 16 September saying that the peace conference had collapsed and that they were withdrawing from it. "This is the end of this conference," Abdiqassim told IRIN at the time in reference to the adoption by delegates of the Somali National Charter [interim constitution], which will form the basis for the transitional federal government in the next four years.

In Thursday's statement, the leaders said that the conference had now entered its third phase with effect from 16th September, 2003, following the adoption of the charter. It called on the Somali people and the international Community to support "the historic breakthrough which the Conference at Mbagathi [Nairobi suburb] has reached".

The statement concluded that "the few individuals who opposed this historic achievement [should] not to be given the opportunity to derail the talks, which the Somali people fully support".

Leaders whose names appear on the statement include: Abdullahi Yusuf Ahmed, president of the self-declared autonomous region of Puntland, northeastern Somalia; Hasan Abshir Farah, former prime minister (TNG); Abdalla Deerow Isaaq, former speaker of the Transitional National Assembly; and Muhammad Omar Habeeb, head of the regional administration in Jowhar, southern Somalia, and Mogadishu-based faction leader Muhammad Qanyare.

The IGAD-sponsored talks began in October 2002 in the western Kenyan town of Eldoret, but were moved to Nairobi in February this year. The talks have been dogged by wrangles over issues such as the interim charter, the number of participants in the talks and the selection of future parliamentarians.

Agency Halts Operations in Somalia

A church organisation operating in Gedo region of the war-torn Somalia yesterday suspended its humanitarian mission in the area indefinitely following the murder of a Kenyan employee on Monday.

In a press statement, the co-ordinator of Gedo water project, Ferdinard Njue, said they were suspending all humanitarian missions in the area following the recent killing of the aid agency's Kenyan employee, Oyaw Abdiwahid Ukash.
Njue said operations in the entire Gedo region comprising seven districts, will be halted for an unspecified duration until the motive of the selective killing of the Kenyan is established.
He said they were shocked by the brutal killing of the former plumber with the Ministry of Water in Mandera District by suspected militiamen in the tiny border town.

Somalia Hopes for Peace after Decades of War

Somalia stands out in the Horn of Africa as a country that has been prisoner to its history. After many troubled years, which saw the assassination in October 1969 of Mr Abdirashid Ali Shermarke, General Siad Barre took over.
Barre ruled Somalia with unprecedented brutality. He often responded to dissent by executing his opponents.

In 1981 as opposition to his regime began to emerge, Barre ordered the aerial bombardment of Hargeisa, the country’s second capital, and the flattening of Burao city. Both harboured rebel movements and were situated in the north.

In December 1990, Barre’s opponents launched offensive against government positions and drove him out of Somalia. He sought refuge in Kenya but was rejected. Barre died in exile in Nigeria shortly afterwards.

The faction that took over Mogadishu appointed a prominent trader, Mr Ali Mahdi Mohammed interim president. This was done without consulting the other factions that had helped in the struggle against Barre. Observers see that unilateral move as the catalyst for what happened next.

The different factions, which were based on the different warring clans, had been slighted and sidelined and their reaction was to fight to regain what they saw as their rightful positions. This fighting unfolded into a vicious civil war that overwhelmed the Horn of Africa country.

Militias unleashed nationwide terror and there was an orgy of killings and destruction in Mogadishu. In May 1991, the Somali National Movement in the north declared the independence of Somaliland. In the rest of the country, however, vicious power struggles turned the country into a living hell.

It has been more than 12 years since the fall of the Siad Barre regime, and the subsequent division and collapse of what once was known as the United Republic of Somalia. Twelve years in which there has been no central government and Somalia remains a volatile country.

However, not the whole country is a disaster. In the northwest (Somaliland) and the northeast (Puntland) a modicum of law and order and relative peace have been restored despite a lack of international recognition for their efforts.

Somaliland practises constitutional politics with some form of formal economic activity. An increasing number of children is also returning to school.

The Somaliland leadership has so far refused to participate in the peace and reconciliation talks in Nairobi.

The northeast region, or Puntland, though fairly independent of the southern region, continues to reaffirm its commitment to what it refers to as national unity. Mr Abdullahi Yusuf, who leads the faction that controls this region, is participating in the peace talks in Nairobi.

Puntland has set up structures to re-invigorate trade and establish basic social institutions. Nevertheless, jostling for executive and exclusive powers by several faction leaders is threatening the relative stability in the region. Differences between the Puntland leader, Mr Abdullahi Yusuf and his deputy, Mr Abdi Hashi, were reported last month. The two leaders were feuding over a cabinet reshuffle in the semi-autonomous region.

Therefore, apart from the relatively stable northwest and northeast regions, the rest of Somalia remains in the grip of vicious clan battles. Their hatred and mistrust of each other is as abundant as the guns in their possession.

The warlords and merchants control what economic activity there is, especially in the capital Mogadishu like the airports, and levy taxes. They have also erected toll stations in areas under their control.

Since the fall of Barre in 1991, there have been 14 attempts at restoring peace and a central authority in Mogadishu. During 13 of the 14 reconciliation conferences (the 14th round of peace talks is currently under way in Nairobi) it was impossible to reach a consensus because all the self-appointed Somali political leaders were adamant on their claims to the presidency.

In 1999, Djibouti president Ismail Omar Geleh announced at the UN General Assembly that he would convene a gathering of Somali leaders in an effort to rebuild Somalia. As a result, in March 2000, some 5,000 delegates convened in Djibouti.

After weeks of talking, arguing and horse-trading, 245 members of a Transitional National Assembly and an interim president were picked.

Interim president Abdiqassim Salat Hassan and his team had barely arrived in Mogadishu when the whole set-up began to unravel. The warlords immediately began to undermine the transitional government, claiming to have been left out of the government’s selection.

It was also felt that many of Abdiqassim’s appointees to the cabinet were incompetent.

The transitional government controls only a small portion of the capital, the rest of Mogadishu is split between five warlords: Musa Sude of the Abgal sub-clan, Hussein Aideed and Osman Atto both of the Habargidir sub-clan, Mohammed Quanyare of the Murursada sub-clan and Omar Mahmud alias Omar ‘Finish’ an Abgal. All three sub-clans are part of the larger Hawiye clan. (There are five main clans in Somalia.)

The peace and reconciliation conference in Nairobi is expected to pick a president from a crowded field of more than 50 candidates.

The will also elect members of a transitional assembly once the controversial transitional charter is approved.

In July, President Abdiqassim walked out of the peace talks accusing the Kenyan mediator, Mr Bethuel Kiplagat, of allegedly promoting an Ethiopian-backed plan to divide Somalia. Critics have accused the moderators in the Nairobi talks of concentrating more on power sharing than reconciling the various factions.

In the meantime, Somalia is weighed down by the image of a "terrorist haven" and was in fact a prime target of the Bush Administration after the September 11, 2001, attacks in the US.

However, analysts think that although the Somali profess the Islamic faith and parts of the country apply Sharia law, in the end it is clan allegiance which holds sway not religious fundamentalism.

Clan loyalties are so deep-rooted they define all aspects of life in Somalia. A faction leader, Mr Omar Mahmud summed up the problem thus, "whoever became president gave arms to his clan and his clan used the arms to dominate the other clans. Every clan is armed. We are all tired of fighting, and are willing to put all our weapons aside."

Despite growing fatigue by the international community there is hope in the Somali Diaspora that this time round, the international community will be able to save Somalia from itself. However, without an effective and voluntary disarmament of the various militias, a government picked in Nairobi would find it impossible to restore law and order.

Kenyan NGO Worker Murdered

A Kenyan working with an NGO operating in Somalia and based in El-waq Kenya was at the weekend killed in cold blood by military in Somalia.

The deceased, 40-year-old Oyaw Abdiwahdi Okash was killed in-front of seven other colleagues while travelling in a Somali registered car to Damasa, a tiny border town in war torn Somalia.

The armed militiamen are said to have targetted the deceased who comes from a rival clan.

The rest of the passengers were let free to proceed with their journey.

Its speculated that the militias killed the deceased on what is believed to be a retaliatory attack.

Area ocpd Charles Naragwi said an inter-border peace and conflict resolution committee was working hard to ease the growing tension so that it does not spill over to the Kenyan side which hosts both communities.

In the meantime, El-waq DO Patrick Meso said the sub-district security committee will host the Somali security delegation to discuss the issue and possible hand-over of the suspected killers to Kenyan authorities.

Peace Talks in Jeopardy Following Announcement of Breakthrough

NAIROBI, 16 Sep 2003 (IRIN) - Delegates at Somali peace talks taking place in Kenya adopted an interim constitution on Monday in what has been termed "a major breakthrough". However, some political groups have come out against the agreement.

According to a statement from the mediators, delegates attending the conference "this [Monday] evening adopted a Transitional Federal Charter", which will pave the way for the formation of a transitional parliament that would last four years. The statement said its members would be selected by Somali traditional leaders and politicians officially invited to the talks in Kenya by an IGAD (Intergovernmental Authority on Development) Technical Committee that organised the meeting.

However, the agreement was rejected by the president of the Transitional National Government (TNG), Abdiqassim Salad Hassan, who, along with a number of faction leaders, had earlier walked out of the talks but returned to Nairobi on 14 September to resume their participation in the discussions.

"This is the end of this conference," Abdiqassim told IRIN. "We arrived here on Sunday in good faith but without being given an opportunity to have our voices heard, we are presented with the so-called adoption of the charter. This is unacceptable and I think whoever is behind this treachery has succeeded in scuttling the peace process. The talks have totally collapsed."

Muhammad Husayn Adow, an ally of faction leader Muse Yalahow, echoed this view. "This was a mistake. With our arrival they [the organizers] had an opportunity to correct past mistakes but instead they compounded them. This was a deliberate action to destroy the talks and I think they have succeeded."

Adow said Abdiqassim and the other leaders who returned with him, including the leader of the Juba Valley Alliance, Col Bare Hiirale, and representatives of Yalahow and Muhammad Ibrahim Habsade of the Rahanweyn Resistance Army (RRA), had now agreed to leave the talks. "We are in agreement to withdraw from these talks and will issue a statement," he said.

On the other hand, Mogadishu-based Muhammad Qanyare Afrah, who was at the venue of the talks, told IRIN that the adoption of the charter was "a victory for the Somali people and was in their best interest". Qanyare said that those opposed to the charter were "looking for personal gain". He advised them to join the process and "put the people's interest before theirs".

A source close to international observers at the talks told IRIN they were not sure what had happened and were trying to ascertain the facts before commenting. A regional analyst familiar with the process told IRIN that Monday's developments were "disturbing and could lead to a dramatic shift in positions, even leading to the withdrawal of support for the process".

The IGAD-sponsored talks began in October 2002 in the western Kenyan town of Eldoret, but were moved to Nairobi in February this year. The talks have been dogged by wrangles over issues such as the interim charter, the number of participants in the talks and the selection of future parliamentarians.

Djibouti: Thousands Leave as Deadline Passes

NAIROBI, 16 Sep 2003 (IRIN) - Thousands of illegal immigrants left Djibouti in the past few weeks, ahead of the expiry on Monday of a deadline set by the country's government, a local journalist told IRIN on Tuesday.

In late July, Djibouti's Interior Minister, Abdiqadir Du'ale Wa'ays, had warned illegal immigrants to leave by the end of August or face expulsion. He later extended the deadline to 15 September.

"Roughly 70,000 people, or about 80 percent of immigrants, appear to have left the country", the journalist said. "Others who opted to remain have been taken to the Aour Aousa camp to be registered.

Millicent Mutuli of UNHCR told IRIN that Aour Aousa - set up as a transit centre for 3,000 asylum seeker - now houses 10,000 people.

However, other people were hiding in Djibouti city to avoid expulsion, according to reports. "We have reports of refugees undertaking fake marriages, and others buying fake IDs," the journalist told IRIN. A joint police and military operation comprising 5,000 men on Tuesday netted 100 illegal immigrants in the two districts of Ambouli and Gabode in Djibouti City, he said.

According to the journalist, the crackdown on illegal immigrants - who mainly come from Somalia, Ethiopia and Yemen - may have been motivated by external pressure. US, French, Spanish and German military forces are based in Djibouti as part of the global fight against terrorism.

The French news agency, AFP, quoted a Djibouti official as saying that "coalition forces, as part of their anti-terrorist campaign, are closely monitoring Djibouti's air and sea space, but want Djibouti's forces to be able to prevent people crossing the land borders".

Visiting Somalia is a Tough Option

On July 12, 1993, a tragedy struck foreign journalists while on duty in Mogadishu.

Photographer Hosea Maina and soundman Anthony Macharia, both Kenyans working with Reuters, Hansi Krauss, a German photographer with the Associated Press and Dan Eldon, a photographer holding British and American passports and working for Reuters, were murdered when a crowd, angered by the death of more than 70 Somalis in an attack on warlord Mohamed Farah Aideed's command post, set upon them.

The four and Mr Mohamed Shaffi, another Kenyan soundman for Reuters Television, had been invited to witness to the aftermath of the attack. These memories were hard to shake off, as we returned to Somalia recently.

However, even without that grim history, nothing can really ever prepare you for a trip to Mogadishu.

Even the crew, on Dhaalo Airlines, one of the more regular carriers to Somalia, does not offer the usual "sit back and enjoy your flight" niceties.

On July 28, I met the Information minister in the Somali Transitional National Government (TNG), Prof Adbulrahman Ibbi and suggested to him that the Nation could send a crew to Somalia.

Having been a journalist himself, Prof Ibbi, tutored me into what to expect. "Your personal safety must be crucial at all times,’’ he said.

He explained that due to the absence of a strong central authority, law and order were virtually non-existent in the city.

Then he said: "I am going on Wednesday, do you want to come with me?’’

I swallowed hard and said we wanted to go.

Then he got me into the practical details, including working on a budget which could cover hiring a militia for protection while in Mogadishu. Not the sort of item you plan for in ordinary reporting assignments.

The following day the president of the TNG, Mr Abdiqassim Salad Hassan, walked out of the Nairobi Somalia peace talks and returned to Mogadishu on the same Wednesday flight.

With the president and his entourage flying back, some passengers, myself included, found themselves bumped off the flight. This disruption of my travel plans turned out to be a blessing in disguise. It allowed me to study recent UN reports on Somalia.

In all the UN reports, security was top on the priority items in Somalia. They also advise that one needs a contact to function effectively and safely in Somalia - and at least $150 (Sh12,000) for security per day.

Somalia's Warring Factions End Boycott of talks

Principal Somali warlords and faction leaders have ended a boycott of the war-torn country's 11-month peace talks in Nairobi.

They include the leader of the Transitional National Government (TNG), Dr Abdiqassim Salad Hassan, whose term of office ended last month and Mr Osman Ali Atto.

They were in Nairobi at the weekend to take part in the last rounds of the IGAD-mediated talks.

Last month, Kenya's special envoy for Somalia, Mr Mohamed Abdi Affey, visited Mogadishu in a bid to convince the TNG and other leaders to return for negotiations.

They had left the talks late July, complaining that IGAD and regional states had conspired to break up Somalia and curtail the state of Islam and Arabic, through a draft charter on federalism signed at Mbagathi early June.

The TNG's precondition for returning to the talks was a reopening of discussion on the federalism charter.

Meanwhile, another major breakthrough has been announced at Mbagathi.

It involves a revision of Article I I of the charter that now establishes a transitional federal government (TFG) and two or more state governments and regional and autonomous administrations.

The revised charter shows that the TFG will have powers over regional and state government and autonomous administrations, and will carry the responsibility of developing them economically.

The laws governing regional and autonomous administration will also have to cohere with the law establishing the central government, according to the revised charter that was signed by all delegates at Mbagathi.

The delegates also agreed to promote reconciliation at the grassroots in Somalia and work together at the plenary to achieve a unanimous adoption of the final charter.

Leaders Return to Peace Talks

NAIROBI, 15 Sep 2003 (IRIN) - Two of four prominent Somali leaders who had walked out of a peace conference currently being held at Mbagathi, on the outskirts of the Kenyan capital, Nairobi, have returned to the talks while the others have sent representatives, a member of its organising committee told IRIN on Monday.

The president of the Transitional National Government (TNG), Abdiqassim Salad Hassan, and the leader of the Juba Valley Alliance, Col Bare Hiirale, returned to Nairobi on Sunday night. Representatives of Mogadishu-based faction leader Muse Sudi Yalahow and Muhammad Ibrahim Habsade of the Rahanweyn Resistance Army (RRA) have also arrived in the Kenyan capital.

The return of the leaders was "very significant and a moral boost for the talks", said James Kiboi, liaison officer of the Inter-Governmental Authority on Development (IGAD) technical committee, which is steering the talks. "The talks will now go into high gear," he added.

Abdirahman Ibi, TNG information minister, told IRIN on Monday that Yalahow and Usman Ato had been delayed due to "technical difficulties", but were expected to arrive in the next two days.

Ibi said the four leaders, who met last week in Mogadishu, had discussed ways of unifying their position at the talks. They agreed on "a common approach and platform" at Mbagathi, and set up a committee to harmonise negotations and to take "joint decisions".

"We are cautiously optimistic and hopeful that a corner has been turned and the talks will produce results worthy of the Somali people," Ibi said.

The IGAD-sponsored talks began in October 2002 in the western Kenyan town of Eldoret, but were moved to Nairobi in February this year. The talks have been dogged by wrangles over issues such as an interim charter [draft constitution], the number of participants in the talks and the selection of future parliamentarians.

Somali Migrants 'Ditched' off Yemen

The United Nations refugee agency says at least 18 people have drowned in the Gulf of Aden after being forced into the sea at gunpoint by people smugglers who had promised to ferry them across to Yemen from the Horn of Africa.

The UNHCR said 55 of the illegal immigrants survived, swimming 10 kilometres (six miles) to the Yemeni shore and another 27 were missing.

It said most of the refugees on the boat were Somalis and Ethiopians, and most of those who drowned were said to be women and children.

The agency said it knew of plenty of other cases of people smugglers forcing their passengers to jump ship at sea so that they could evade Yemeni coastal patrols.

"The 100 refugees were forced by the crew under threat [at gunpoint] to throw themselves into the sea from the boat before arrival at the port of Mukalla" on the Yemeni coast, a UNHCR official said.

Last month, 30 Ethiopian and Somalian refugees trying to enter Yemen were also forced to jump off a boat in the Gulf of Aden, and at least 12 of them drowned, according to the UNHCR.

The refugees had paid the owner of the boat to take them to Yemen to escape difficult economic conditions in Somalia.

Somalia has been wracked by civil war for more than a decade.

Breakfast-Time Weddings Thwart Gatecrashers

HARGEISA, Somalia (Reuters) - Wedding parties are being held early in the morning in Somali towns to put off gangs of gatecrashers, residents said on Thursday.

Determined youths break in to steal khat, a mild stimulant plant chewed in several countries in the region, making life hell for event organizers in parts of Somaliland, a breakaway enclave in northern Somalia.

"Parties and ceremonies held in hotels or well-guarded residential houses are no longer safe to be held at night," said local journalist Mohammed Omer.

The most serious disturbances took place at engagement parties, where the bridegroom's parents traditionally bring khat and money as a gift for the bride's family, he said.

Residents said luxury cars carrying party-goers in their finest attire were now a common sight soon after breakfast.

Somali Enclave Seeks Help to Police Its Coast

NAIROBI, Sept 12 (Reuters) - Officials of a breakaway enclave of wartorn Somalia have asked the international community to help safeguard its marine resources from poachers and human traffickers.

"We urge the international community to authorise one of its member nations to protect Somali coastal areas," Awad Ashara, minister of justice and human rights of breakaway Puntland told Reuters. Puntland lies in the north of the fractured country of Somalia and borders another breakaway region, Somaliland.

"We would like the United Nations or the African Union to pass a resolution enabling Somalia's waters to be protected until there is a government in Somalia," he said.

"We are afraid of dumping and the use of fishing nets that have very small holes," Ashara said. "They are damaging the bottom of the sea and destroying the marine species and fertilisation of fish (eggs)."

Ashara said vessels from Singapore, Thailand, Taiwan and Yemen were the main culprits.

The ships enter Somali waters at great peril. The International Maritime Bureau (IMB) says Somali waters are the world's most dangerous and says a ship would almost certainly be attacked by pirates if it strayed too close to the coast.

Somalia collapsed into chaos in 1991 after the ousting of former dictator Mohamed Siad Barre. Peace talks have failed to agree on a successor administration to a transitional national government (TNG) whose three-year mandate expired last month.

Leaders of Puntland, as well as other rival factions have been holding stuttering peace talks in Kenya aimed at ending a decade of anarchy in the country.

Concern over Food Insecurity in The Sool Plateau

NAIROBI, 12 Sep 2003 (IRIN) - The drought-hit Sool Plateau faces increasing food insecurity, having been bypassed by rains that fell in August in other parts of northern Somalia, a food security watchdog says in its latest report.

In its September report, the Food Security Assessment Unit (FSAU) - a joint project of the EC and the UN's Food and Agriculture Organisation - called for "appropriate responses" from the humanitarian community.

The UN's resident and humanitarian coordinator, Max Gaylard, and acting head of the FSAU, Nick Haan, visited the Sool Plateau, located in Sanaag region, this week to investigate reports of a looming food crisis among pastoralist communities living in the drought-prone area.

"The reports suggests that a humanitarian crisis could be unfolding in the area: the visit of Mr Gaylard and Mr Haan was made to confirm that the issue is serious, and initial discussions suggest that it is" Calum McLean, head of UNOCHA-Somalia, told IRIN.

McLean went on to say that, "it is important that the humanitarian community, local authorities and communities work together to address the causes in order to prevent this crisis occurring in the future, as well as to alleviate the current problem."

A Somali agronomist told IRIN that the problems in the Sool Plateau were complicated by the fact that the area is claimed by both the self-declared republic of Somaliland and the self-declared autonomous region of Puntland. The two regions fall geographically within Somaliland, but most of the clans who live there are associated with neighbouring Puntland.

The FSAU report recommends an inter-agency emergency needs assessment to design appropriate responses to the crisis.

Somali TNG Chief, Salad, Faction Leaders Hold Talks

JEDDAH, 12 September 2003 — The president of Somalia’s Transitional National Government (TNG), Abdi Qassim Salad, and four faction leaders have held talks in Mogadishu to discuss the present Somali peace talks in Kenya. According to press reports on Wednesday, they said the meeting was aimed at salvaging the ongoing Somali talks but did not constitute parallel talks.

The participants in the meeting were: The TNG president, two of Mogadishu’s faction leaders, Muse Sudi Yalahow and Osman Hasan Ato, Barre Hiirale who controls the southern port town of Kismanyo, and Muhammad Habsade of the Rahanweyn Resistance Army (RRA) in the southeastern town of Baidoa.

All of them have walked out of the peace talks, which is currently being sponsored by the Inter Governmental Authority on Development (IGAD), an East African body. There were reports that these leaders had been preparing parallel peace talks.

One of the leaders denied that they were organizing parallel talks, saying they wanted to “bring to the fore some of the problems with the Nairobi peace talks, which forced some of us to abandon it.

“What we have begun in Mogadishu is true reconciliation. Leaders who have never spoken to each other are sitting and talking for the first time,” Ato told the UN humanitarian website. It was the first meeting between Salad and Yalahow, who had been among the most implacable opponents of the TNG.

“We want reconciliation among leaders first. Throughout the time of the talks (in Kenya), there has not been any reconciliation. Leaders who came here as enemies remain so to this day. How can such leaders work together in the same government?” said Yalahow, who controls some parts of the capital city and the neighboring region of Middle Shabelle.In a statement issued after their meeting, the participants of Mogadishu meeting called for IGAD to transfer the chairmanship of the talks in Kenya to Somalis. IGAD’s role in the talks should be that of a facilitator and to provide support when needed, they said. “Another issue of importance to the Somali people is the participation in the conference of all those who are currently not there. This includes representatives from the northern regions (the breakaway Somaliland and prominent personalities who have stayed away),” it noted, calling on IGAD to set up a committee of Somali legal and constitutional experts to be advised by international experts.

Peace Talks Expected to Resume

The talks were adjourned after the reading of a draft charter - an interim constitution - "so that Somali legal experts and a Kenyan constitutional lawyer could harmonise the different views "and come up with a clean document," said James Kiboi of the Inter-Governmental Authority on Development (IGAD) technical committee which is steering the talks.

The proceedings were also adjourned "due to the absence of a number of prominent leaders", a member of the Somali civil Society group attending the conference told IRIN. Some of the countries underwriting the cost of the talks felt that "the conference will not be broad-based enough without the presence of these people and asked IGAD to give time to bring everyone on board," added the source.

Among those absent from the talks are the president of Somalia's Transitional National Government, Abdiqassim Salad Hassan, prominent Mogadishu-based faction leaders Muse Sudi Yalahow and Usman Hasan Ato, the leader of the Kismayo-based Juba Valley Alliance (JVA) Col Barre Adan Hirale, and Muhammad Ibrahim Habsade of the Rahaweyn Resistance Army (RRA).

However, Kiboi, the committee's liaison officer expressed optimism that leaders who had left the conference would rejoin by the end of this week. "We expect all of them to return as early as this Saturday [13 September]," he said.

Kiboi said that once the conference was back in session, it would be expected "to debate and adopt" the charter and move to the third and final phase of the talks, which deals with the thorny issue of power-sharing. This phase will be difficult "but not insurmountable", Kiboi told IRIN. "We have had some difficult times already and we have overcome." There are "tough times in this phase, but I am optimistic any obstacles will be overcome", he added.

The IGAD-sponsored talks began in October 2002 in the western Kenyan town of Eldoret, but were moved to Nairobi in February this year. The talks, which are being held in Nairobi's Mbagathi suburb, have been dogged by wrangles over issues such as the interim charter, the number of participants and the selection of future parliamentarians.

Leaders Discuss Peace Process

NAIROBI, 10 Sep 2003 (IRIN) - The president of Somalia's Transitional National Government (TNG), Abdiqassim Salad Hassan, and four prominent faction leaders met on Tuesday in Mogadishu to discuss the Somali peace talks currently underway in Kenya, one of the leaders told IRIN on Wednesday.

The meeting brought together Abdiqassim, the leader of the Juba Valley Alliance, Col Bare Hiirale, Mogadishu-based faction leaders Muse Sudi Yalahow and Usman Hasan Ato, and Muhammad Ibrahim Habsade of the Rahanweyn Resistance Army (RRA).

It was the first meeting between Abdiqassim and Yalahow, who has been one of the most implacable opponents of the TNG.

Ato told IRIN that the meeting was aimed at "salvaging" the current Somali peace talks being held at Mbagathi, outside Nairobi, under the auspices of the regional Inter Governmental Authority on Development (IGAD). He denied that the five leaders were organising parallel talks, saying they wanted "to bring to the fore some of the problems with the Nairobi peace talks, which forced some of us to abandon it".

"What we have begun in Mogadishu is true reconciliation. Leaders who have never spoken to each other are sitting and talking for the first time," Ato said.

The IGAD-sponsored talks began in October 2002 in the western Kenyan town of Eldoret, but were moved to Nairobi in February this year. The talks have been dogged by wrangles over the interim charter, the number of participants and the selection of future parliamentarians, among other things.

Habsade told IRIN that a statement issued after Tuesday's meeting called for IGAD to transfer the chairmanship of the Nairobi talks to Somalis, "to make it a Somali-owned conference," in which "IGAD's role should be that of a facilitator and provide support when needed".

According to Habsade, the statement said another issue of importance to the Somali people was "the participation in the conference of all those who are currently not there". This includes representatives from the "northern regions" - a reference to the self-declared republic of Somaliland - and "prominent personalities that have stayed away".

The statement also called on IGAD to set up a committee of Somali legal and constitutional experts to be advised by international experts.

Habsade said there were many problems with the charter (interim constitution) in its current form. "We need Somalis who understand Somali needs to be given the opportunity to correct it," he said.

Yalahow told IRIN, "we want reconciliation among leaders first. Throughout the time of the talks, there has not been any reconciliation. Leaders who came here as enemies remain so to this day. How can such leaders work together in the same government?"

Mogadishu Hit by Skyrocketing Fuel Prices

NAIROBI, 9 Sep 2003 (IRIN) - The price of fuel in the Somali capital, Mogadishu, has more than doubled in just two weeks, sources there told IRIN on Tuesday.

Diesel - the fuel most commonly used by businesses and vehicles - went from 7,000 Somali shillings (30 US cents) per litre two weeks ago to 18,000 Somali shillings (80 US cents) by Monday this week, local journalist Liban Abdi Warsame said.

A cargo of fuel reaching the port of El-Ma'an, north Mogadishu, on Monday, had been expected to alleviate the severe shortage. However, it did not, due to a strike by the Association of Transporters - fuel tanker owners - over "higher fees imposed on them by the port management", said Liban.

There were two main reasons for the shortage, Dahir Ali, a Mogadishu businessman, told IRIN. Firstly, there had been no fuel deliveries in the city for the past month or so. Secondly, those who have fuel have been taking advantage of the scarcity "to get as much for their commodity as they can" before a new shipment arrives. "There is definitely an element of price gouging by some traders," he said.

According to Liban, the shortage and price hikes are affecting "all manner of businesses". There has been less vehicular traffic in Mogadishu and transport costs have tripled. "Bus fares within the city which cost 1,000 Somali shilling are now 3,000 shillings," he said. Transport between Mogadishu and the rest of the country has also been affected.

"Even water costs three times more than it did two weeks ago," he said. The city’s water comes from privately owned boreholes powered by generators that run on diesel.

Local hospitals and schools, which depend on generators for their energy, have also been been affected, Liban added.

A local economist, Mohamed Ali, told IRIN that another reason for the shortages was that traders were unwilling to keep in stock large quantities of any commodity due to the continued depreciation of the Somali shilling against the dollar. One US dollar exchanged at 19,000 Somali shillings on Tuesday, Mohamed said, adding: "The shilling can go up or down against the dollar in a day two or three times."

Somali Jewelry Recovered

Calgary police have recovered more than $500,000 in jewelry swindled from members of the city's Somali community.

But there's little police can do to restore something else the alleged con woman took from her many victims.

"The Somali community is very generous, open and friendly -- she took advantage of that," said Abdi Moses, president of the Somali Canadian Society of Calgary.

"That's the biggest problem now -- the trust she took from the community."

Investigators said the suspect used her knowledge of the Somali culture to tap into victims' inherent generosity.

For now, police are keeping the woman's identity and her alleged sob story from the public to ensure only legitimate victims come forward.

The alleged scam began in December 2002, and involved asking the victims for pieces of jewelry, which the woman pawned for cash and promised to retrieve when she got more money.

Victims began coming forward in February, as time passed and they never got their heirlooms back.

Investigators have identified about 14 victims so far and recovered more than 75 pieces of gold jewelry.

"Some of the victims haven't called us yet -- they may be holding out hope that this lady will come back," said Det. Owen Michaluk.

US Denies Djibouti Pressure

The United States has denied being behind moves by the government in Djibouti to expel illegal migrants.

In July, an estimated 100,000 foreigners in the country, some 15% of the population, were told they must leave.

Last Sunday, the expulsion deadline was extended until 15 September.

More than 50,000 have already left, but thousands more have congregated in camps and found themselves stranded on borders waiting for transport, with trains and buses overcrowded.

Many others are afraid to return home, mentioning continuing conflict in Somalia and fears of repression and persecution in Eritrea and Ethiopia.

Denials

Warnings by Washington of possible attacks on Western interests in the country are thought to have led the government to clamp down on the foreigners.

The headquarters of the US-led war against terror in the Horn of Africa moved to Djibouti in May with 1,500 United States soldiers stationed there. The country also hosts 2,700 French military personnel, as well as 800 German and 50 Spanish troops.

In a statement, the US embassy in Djibouti said it had "played no role in the formation of the Djiboutian government's current policy".

It added that it was concerned about accusations that migrants had been mistreated during operations to expel them.

The Djibouti authorities have also publicly denied anyone has put pressure on them to carry out the expulsions, though diplomatic sources suggest pressure has been exerted.

Fears

Thousands of illegal immigrants have congregated in a refugee camp some 100 kilometres (60 miles) from the Djibouti capital along the main road to the Ethiopian capital, Addis Ababa.

Several told AFP news agency of their fears about being forced to return home.

Kibrom Bayru said that as the son of an Ethiopian mother and Eritrean father he fled during the border war between the two countries.

Ahmed Yacin says he was only 10 when Ethiopian police raided his home.

"I was a kid, but I found out later that my father was an activist of the (banned) Oromo Liberation Front," he said.

His Ethiopian mother entrusted him to nomads to lead him to an aunt in Djibouti, where he made a living writing letters in English or Amharic for illiterate compatriots.

Djibouti's capital has been described as a ghost town since people began leaving.

Somali Coastline Is Much Abused: UN Expert

JEDDAH, 5 September 2003 — Ghanim Alnajjar, the UN expert on human rights in Somalia, has voiced concern that unlawful fishing, toxic-waste discarding and people-smuggling are widespread in Somalia’s territorial waters.

He said that foreign fishing vessels were unlawfully exploiting the fish in the country’s coastline.

“From the information I have, the majority of these ships are European. Human traffickers are using Somalia’s unpoliced waters and Somali boats to carry illegal migrants from Bangladesh and several Arab countries en route to the West.

“The international and local communities need to work together to address the matter urgently,” Alnajjar told reporters on Wednesday, after concluding a 10-day fact-finding mission to Somalia. He described one recent incident in which armed men on board a vessel forced passengers at gunpoint to jump into the sea.

Alnajjar said that he will submit his findings to the UN High Commission for Human Rights later this year, adding that he planned to recommend that a body be created to monitor and protect Somalia’s coastline, just as the international community has in the absence of a government created an agency to control air traffic over the country.

Speaking about the internally displaced people after visiting some northern and southern cities, Alnajjar said that there were some 370,000 such people in Somalia, most of them living in abject poverty and in areas under the control of armed faction leaders.

Rein in Somalia Warlords, Says Candidate

The international community and the Inter-Governmental Authority on Development (Igad) have been urged to take tough measures against Somalia warlords if the ongoing peace initiative to succeed.

Somalia presidential candidate, Al Haj Mohamed Yassin, said the activities of the warlords should be curtailed if any progress is to be made in the peace process .
"As we resume the reconciliation process, there is need for the stakeholders to act tough on the warlords as there will be contentious issues like power-sharing, which will be discussed," he said.
Yassin was speaking during a Press conference in Nairobi yesterday.

He said despite the two previous peace initiatives being marred by a lot of problems, they had made some achievements.

"But there is no way the leaders of the warring factions can be reconciled if they are allowed to operate as they wish and continue amassing wealth and weapons back home," Yassin said.

The 52-year-old businessman called for the active involvement of Somalia's tribal leaders in the peace talks, saying the group was neglected in previous meetings despite being the key to the efforts.

He said the traditional leaders should be the ones to select individuals for the transitional parliament and not faction leaders.

"The warlords are benefiting from the ongoing war and they will not allow the power-sharing initiative," said Yassin.

He said Somalia citizens wanted peace but were being "held at ransom" by the warlords.

Somalia Needs Big Power Involvement

NAIROBI, Sept. 4 — Ruined Somalia needs the big powers to push it towards peace but major nations are repelled by its image as a quagmire in which U.S. forces floundered a decade ago, a U.N. official said on Thursday.

The U.N. Secretary-General's special representative for Somalia said one of the five permanent members of the U.N. Security China, Britain, France, the United States and Russia could make a difference in a country which collapsed in chaos in 1991 after the ousting of former dictator Mohamed Siad Barre.

What is missing in the Somali mix is a member of the Permanent Five that really pushes for Somalia, said Winston Tubman, Secretary General Kofi Annan's political representative at 11 month-old Somali peace talks in Kenya.

The African Union can be interested, the European Union can help, but what you need is some driving force (by a big power) in my experience, Tubman told Reuters in an interview.

U.S. military involvement in Somalia ended in humiliation in 1993 when 18 U.S. personnel in a U.N. peace force called UNOSOM were killed in a battle in Mogadishu recalled in a recent Hollywood film called ''Black Hawk Down.''

Somalia did attract such interest when UNOSOM was here and the Americans were taking that lead role,Tubman said.

Then of course they had the (1993) setback. That has made the Somali image in America very difficult to sell. No one in the American establishment is rushing to the rescue of Somalia.''

Factions at the Kenya talks have yet to agree a successor administration to a transitional national government (TNG) whose three-year mandate expired last month.

The Arab-backed TNG controlled only parts of the capital. Most of the rest of the nation is in the grip of rival warlords.

Mediators say most of the funding for the talks in Kenya has come from the European Union and its member states.

They say U.S. financial support has been modest and interest was minimal from France and Britain, the Permanent Five nations with most Africa experience and who have intervened to stabilise Ivory Coast and Sierra Leone respectively in recent years.

For most of the past nine years, no expatriate U.N. staff have been based in Mogadishu, the most dangerous part of the country, although officials visit the capital for short periods.

Tubman, a Liberian, said UNOSOM's nation building aspirations had been admirable as was Britain's role in bringing peace to Sierra Leone on the western side of the continent.

That kind of engagement would help Somalia, Tubman said, drawing also on the experience of his native Liberia, where West African bloc ECOWAS sent peacekeepers as U.S. troops stood by offshore.

I am a Liberian and one of the things we feel now is missing in Liberia -- we've got a little dose of it but not enough yet - is that the Americans should play the role in Liberia that the British played in Sierra Leone. Somalia could benefit from that kind of involvement by some major power.''

He added that in the absence of that kind of heavyweight involvement it was up to Somalis to bury past feuds and agree on a new government. That would impress U.N. member states, who would then look more favourably on requests for support including for the provision of peacekeepers, he said.

UN Expert Calls for Urgent Attention to IDP Camps

NAIROBI, 4 Sep 2003 (IRIN) - A UN-appointed independent expert on human rights for Somalia has said that appalling conditions in camps for internally displaced people (IDPs) should be tackled urgently.

Speaking at the end of an 11-day mission to Somalia, Dr Ghanim Alnajjar called on the international community, local authorities and civil society groups to address the issue, according to a press statement from the UN Resident & Humanitarian Coordinator’s Office for Somalia.

“The camps are in the worst conditions you can imagine,” Dr Alnajjar said. “They have absolutely no basic services such as water, health facilities or schools. They have to pay to use very basic toilets on the land on which they have settled and in addition, are also charged rent.”

There are an estimated 370,000 IDPs throughout Somalia, "most of them living in abject poverty and in areas under the control of armed faction leaders", the press statement noted.

Alnajjar visited IDP camps in Hargeysa, the capital of the self-declared republic of Somaliland; Bosaso, in the self-declared autonomous region of Puntland; and Kismayo, southern Somalia. He was, however, unable to visit the capital Mogadishu, where most IDPs live, due to insecurity.

In Kismayo, he met officials of the Juba Valley Alliance which controls the area and which is currently engaged in disarming militias. “This is one of the more positive things,” Alnajjar said. "It is a good effort made by the Somalis themselves and from their own budget.”

While in Somaliland he met President Dahir Riyaale Kahin and visited Hargeysa prison which he described as "the worst prison in the area with no sanitary facilities". But he noted that the general trend in Somaliland was more positive than last year.

Court Orders Harsher Sentences for Somalis

RICHMOND, Va. (AP) -- Jail terms for two Somali men who worked for a business linked to the al-Qaida terrorist network were too light, a federal appeals court ruled Wednesday.

The court ordered new sentencing for the men on counts of illegally structuring bank deposits totaling $7.5 million at the Alexandria, Va., branch of the al-Barakat money transfer network.

Abdirahman Sheikh-Ali Isse was sentenced last year to 18 months in prison. Abdillah Abdi, who worked for him, was sentenced to 10 months.

Federal prosecutors had argued that the men should receive sentences of three to five years based on the size of the deposits.

The three-judge panel of the 4th U.S. Circuit Court of Appeals sent the case back to U.S. District Judge James C. Cacheris for the resentencing.

In a plea agreement, Isse and Abdi admitted making deposits in increments smaller than $10,000 to avoid federal reporting requirements.

However, they appealed their sentences, arguing they were entitled to a reduction because they did not know al-Barakat was allegedly funneling money to Osama bin Laden's network.

The appeals court rejected that argument, saying the men also had to prove the funds were the proceeds of legal activity and would be used for lawful purposes.

The court agreed with federal prosecutors who claimed that Cacheris erred in basing the sentences only on the 3 percent commissions paid to al-Barakat, rather than the entire amount of the illegally structured deposits.

Abdi's attorney, Christopher Dean Latsios, and the U.S. attorney's office said they could not comment on the ruling because they had not yet seen it. Isse's attorney, Jonathan Shapiro, did not immediately return a phone call seeking comment.

Isse and Abdi's business was one of several al-Barakat branches raided nationwide in November 2001. The Bush administration froze al-Barakat's assets, saying the organization funneled $15 million a year to al-Qaida.

Somalis in the United States relied on al-Barakat to transfer money because their war-ravaged country has no central banking system.

UN Agency Struggles to Manage Thousands of Asylum Seekers

2 September – The government in Djibouti has extended by two weeks the deadline for the departure of illegal immigrants from the East African country, where the United Nations High Commissioner for Refugees (UNHCR) has been struggling to cope with thousands of people who thronged a transit centre in a last bid to apply for asylum and legalize their stay.

Citing security and economic concerns, the government of Djibouti had given illegal immigrants up to 31 August to leave the country. An estimated 10,000 people, instead of the expected 4,000, turned up at a stadium in the Djibouti capital, Djibouti, where they had been asked to gather ahead of their transfer to a transit centre at Aour-Aoussa, some 120 kilometres away.

"By Saturday, the stadium was teeming with illegal immigrants mixed with asylum seekers, the former anxious to find ways of legalizing their stay in Djibouti ahead of the 31 August deadline for their departure from Djibouti," UNHCR spokesman Rupert Coleville said in Geneva today.

The large turnout at the stadium on quickly outstripped the vehicle capacity arranged by UNHCR, forcing the government to provide additional trucks to transport the waiting crowds at the stadium to the transit centre.

"All activities at the transit centre were completely paralysed by the unruly mobs at the centre. Neither registration of genuine asylum seekers nor food distribution could be started over the weekend," Mr. Coleville said.

Government officials have since deployed military personnel to man the perimeter of the transit centre and police to instil order inside the facility.

UNHCR staff, working with Djibouti government officials, yesterday begun to separate the large crowds of people into three distinct groups: asylum seekers with or without attestations, Somalis from areas south of the Somali capital, Mogadishu and others who are likely to include villagers from the local community.

Migrants and Traffickers Arrested in Puntland

NAIROBI, 3 Sep 2003 (IRIN) - The authorities in the self-declared autonomous region of Puntland have detained a group of migrants who were waiting to be smuggled into Yemen and the Gulf states, Puntland's deputy information minister told IRIN on Wednesday.

Abdishakur Mire Adan said 52 migrants "who were trying to get on boats" to Yemen were arrested in the coastal village of Marer, 10 km south of Bosaso.

The crackdown comes two weeks after at least 30 would-be refugees, who left Puntland, drowned off the coast of Yemen.

Abdishakuur said those arrested included "20 Ethiopian nationals, with the rest from southern Somalia". "The police have also arrested 10 suspected traffickers", in Bosaso, the commercial capital of the region, he added.

A local journalist told IRIN that the traffickers make most of the arrangements, such as collecting the fee and making deals with the boats in Bosaso, and then send the people to Marer to be picked up.

Abdishakur said Puntland would ensure that no-one used its territory as a transit point for human trafficking. "We have stationed police in areas such as Marer, favoured by traffickers, to cut off as many exit points as we can," he noted.

He pointed out, however, that Puntland needed help in controlling problems of this kind.

"We need assistance from the countries which are the potential destinations of the migrants to stop such trafficking," he stressed. "Many international organisations and governments make statements deploring human trafficking but do nothing to help stop it."

"Migrants are desperate people and desperate people do desperate things," he pointed out. "We need not just police action but also to help these people stay home."

The police operation is still continuing, with the police hunting for more traffickers.

"Those arrested will be brought before the courts soon," Abdishakur said. "It will be up to the court to decide what happens to the migrants, but the traffickers will face appropriate legal action."

Djibouti to Expel 100,000 Illegal Immigrants

ADDIS ABABA, Sept. 1 — Djibouti plans to expel more than 100,000 illegal immigrants, or 15 percent of the tiny Red Sea state's population, who are considered a threat to security, Djibouti's ambassador to Ethiopia said on Monday.

The government of Djibouti will deport over 100,000 illegal immigrants considered to be a threat to the peace and security of the country,'' ambassador Ibrahim Mohamed Kamil told Reuters in an interview.

Without proper documents, how do we know whether an individual is a terrorist biding his time to cause harm or not?'' he said.

Kamil denied that Djibouti had been under pressure from Western governments, especially the United States which has a military base in the country, to expel the foreigners.

Djibouti is a sovereign country. We do not take directives from anybody,'' he said.

A U.S.-led counter-terrorism operation in the Horn of Africa moved its headquarters to Djibouti, whose population numbers around 640,000 people, in May.

The mission covering Somalia, Kenya, Ethiopia, Sudan, Eritrea, Djibouti and Yemen, aims to prevent militants operating in a region where large swathes of territory are beyond the control of central governments.

Kamil said the number of people living in streets, slums and along rail lines linking Djibouti with Addis Ababa was growing.

The country has become insecure. There had been muggings and thefts on Djibouti's streets by persons who entered the country illegally,'' he added.

He said that of the total to be expelled, 60,000 are Ethiopians, 30,000 Somalis, 10,000 Yemenis and 1,000 Eritreans. An unidentified number of Senegalese and nationals from other countries would also be expelled.

The former French colony announced late on Sunday it would extend until September 15 a deadline for illegal immigrants to leave Djibouti which had been due to expire on Sunday.

Many trying to return home by road or rail have been stranded, with trains and buses overloaded with people.

More than 600 Ethiopians expelled from Djibouti returned to Ethiopia on Monday, bringing the total number of arrivals to 16,000 since last week, an official from Ethiopia's Disaster Prevention and Preparedness Commission (DPPC) told Reuters.

Some (of the expelled) were carrying small possessions, but the majority were without any belongings and without cash,'' said Betselot Birahnu, a DPPC official, adding that he expects up to 40,000 more Ethiopians to arrive in the next few days.

Djibouti Telecom Joins GSMA

LONDON -- The GSM community celebrated another milestone in August as membership of the GSM Association (GSMA) broke through the 200-country barrier.

The Association - the global trade organisation for GSM operators - now numbers some 592 operator members in 203 countries with more than 909 million customers worldwide.

New countries joining the GSM community recently include the Bahamas, Kiribati, Comoros, Guatemala, Djibouti (the 200th country), and Timor Leste (the 201st), Honduras (202) and Guyana (203). 99.7% of the world's population lives in countries that have selected GSM.

Welcoming the news, CEO and Member of the GSMA Board, Rob Conway described GSM as the world's biggest commercial co-operative and a mobile telephony eco-system.

"No one country, and no one company owns GSM," he said. "It is an open standard that is providing service to approaching one billion people globally and employment and opportunity to millions.

"The strength of the GSM eco-system lies in the removal of barriers to market, the economies of scale for manufacturers, the return for investors, the opportunities for application developers, the ability to evolve into 3rd Generation (3GSM) mobile services, and the sheer reach and reliability of the service provided to users.

"It is a phenomenal package, unrivalled by any technology anywhere in the world," he concluded.

Freelance Militias Disarmed in Kismayo

NAIROBI, 2 Sep 2003 (IRIN) - The Juba Valley Alliance (JVA), which controls the port town of Kismayo, southern Somalia, has launched a security operation aimed at clearing guns from the town's streets.

"The operation has a dual purpose," JVA spokesman Abdirahman Haji Waldirah told IRIN on Tuesday. "To encamp all the JVA militias and then identify and arrest the freelance gunmen who have been the major cause of insecurity in the town."

"We have put all JVA forces in four camps to keep them out of the town. Anyone carrying a gun outside of these camps will be treated as a criminal," he said.

"So far we have removed 1,374 guns from the streets and arrested over 47 suspects on various charges," he added.

The operation which was launched last month "went into top gear in the last week or so", a local humanitarian source told IRIN.

"I hope they sustain it. Kismayo has been experiencing an increase in insecurity in the last few months. Since the start of this operation there has been a marked improvement in the security situation of the town."

Abdilatif Hashi, a Kismayo businessman, told IRIN that the townspeople welcomed the JVA's action, but added that the operation must be sustained.

"They have undertaken similar operations in the past which later fizzled out," he noted. "They must keep up the pressure and not allow the gangs to return."

Waldirah told IRIN there was "no turning back". "This will continue until Kismayo is safe," he stressed.

He added that the Alliance had, for the first time since it captured the town in 1999, started collecting taxes. "If people want security and other services they have to pay for it, and paying taxes is the way," he stressed.

He said the JVA would expand its anti-crime operation to remove militia checkpoints "which litter the Kismayo-Mogadishu road". The 500 km road had become very dangerous of late, with increased banditry and extortion of travellers by militiamen manning the checkpoints, he said.

Appeals Panel to Review Somali Man's Drug Conviction

PORTLAND (AP) A federal appeals court in Boston this month takes up the case of a Somali refugee whose drug conviction for use of the stimulant khat could spell deportation.

Thirty-one-year-old Abdigani Hussein of Portland was sentenced in February to one year of probation for use of the stimulant. It was Maine's first case involving khat.

Hussein's lawyer, Joseph Groff, argued that khat is used in Africa in much the same way that coffee is used in the United States.

The problem arises because an ingredient in khat is similar to amphetamines, which is included on the list of federally controlled substances.

Hussein faces potential deportation because of the felony conviction. Groff claims there's was not enough evidence for jurors to find that his client knew that he possessed a controlled substance.
